RULES, REGULATIONS AND CONDITIONS OF HIRE
- The hirer is responsible for the proper and correct use of all fixtures, fittings and equipment during the term of hire. Any damage to the facilities or its contents will be charged to the hirer. No change shall be made to the fabric or fittings of the facilities without the consent of Halton Speak Out Management. The hirer may only use the venue for the approved use.
- Payments to be made within 14 days of invoice, failure to do so will result in a 10% surcharge. Payments can be made by BAC OR CHEQUE.
- A minimum of 1 months’ notice is required by either party in order to cancel a booking. The full rental charge will be levied in circumstances where 1 months’ notice is not provided. Any alteration to this agreement is at the digression of Halton Speak Out Board of Trustee’s
- The rent charged includes the shared use of kitchen, and toilet facilities, which should be left in a clean and sanitary condition. Shared facilities are cleaned by Your Housing Group staff on a daily basis.
- The electric supply to the areas used by the hirer shall not be interfered with or misused in any way.
- Accessible car parking bays are available immediately in front of the Community Centre and are reserved for Blue Badge holders working at, using or visiting the Centre and/or the adjoining office. Persons not requiring the use of the accessible bays must park their vehicle in the public car park. Parking is not permitted in the area behind the building, or in any hatched area or in the service lane that leads to the Community Centre and adjoining office. Any person parking in these areas will be required to move their vehicle to the public car park.
- Halton Speak Out does not accept any responsibility for loss or damage to cars parked in the disabled bays or car parks located near the centre.
- Halton Speak Out shall not be responsible for any loss, damage to items or injury, which occurs during the hire of the premises. This applies in all circumstances. The hirer shall be responsible for compiling and submitting a copy of their child safe guarding policy. The purchase of public liability insurance to cover their booking and provide a copy to Halton Speak Out. This must be current and kept up to date All events / activities must be risk assessed and a copy provided to Halton Speak Out in advance of the event / activity. Halton Speak Out holds public and employee liability insurance which covers accidents or injuries which could be deemed the responsibility of Halton Speak Out or Halton Speak Out personnel. If groups require help and support in ensuring their risk assessments meet the need, Halton Speak Out will be happy to assist.
- Under no circumstances should any kind of fast food be consumed on the premises
- Under no circumstances should the hirer assign / or share the hired space with any other individual or company without the prior, written, consent of Halton Speak Out.
- The hirer is responsible for ensuring that all of his/her clients are signed in/out of the premises The hirer must appoint a fire warden for their group and they will be responsible to check all people are accounted for in the event of an evacuation of the building. It is the responsibility of the hirer to ensure all fire exits are not restricted and that fire doors are kept closed except in the event of an emergency
- The hirer must ensure that any activities undertaken do not impact or have an adverse effect on others using the centre
- The use of inflatables i.e. bouncy castles etc. is prohibited both in the halls and gardens at the centre
- Smoking is not allowed within the grounds and gardens of the community centre.
- The hirer is responsible for ensuring that appropriate first aid arrangements are in place during the hire period. And that there is a recognised first aider present.
- The hirer is responsible for ensuring that all electrical items brought into the centre have a current PAT test
- The hirer may be asked by centre management to refuse entry or remove from the centre any disorderly person. Halton Speak Out has a zero policy regarding both verbal and physical abuse towards any member of staff
- In the event of breach of the rules, regulations and conditions management reserves the right to refuse or cancel any further bookings.
- A small increase to hire charges will be implemented from December 2020.
- Group leaders to nominate a Covid-19 lead within their organisation, who will liaise with Halton Speak Out staff and ensure all health and safety and Covid-19 rules are adhered to by all their members.
